Soviet bio warfare program

An article detailing various
facts and fears about the [ex] Soviet bio research programme. Extreme secrecy
surrounds what is actually happening, to a degree that the west don't know
whether it is civilian or military research. Although the last death from
smallpox was in 1977, a handful of establishments have retained samples of
the virus, including the Soviets. Siberia is the new world leader in smallpox
research, and it is presumed that they are experimenting with man-made permutations.
The article argues that for these establishments to be trusted, there must
be a transparent regime, with correct safeguards.
